Buying in Coldstream

Is Coldstream part of Vernon?

No. The District of Coldstream is its own municipality, incorporated on 21 December 1906, with its own council, bylaws and property taxes. It borders the City of Vernon to the northwest and shares services such as Greater Vernon Water (run by the Regional District of North Okanagan) and School District 22.

Can I run an Airbnb in Coldstream?

Not as a whole-home vacation rental. Coldstream allows only bed-and-breakfasts operated by the registered owner inside their principal residence, with a $60 annual business licence plus $4 per bed. Council reaffirmed this in February 2026. The provincial principal residence requirement also applies because Coldstream has more than 10,000 residents.

Does the speculation and vacancy tax apply in Coldstream?

Yes. Coldstream has been a taxable area since the 2024 tax year. For 2026 the rate is 1% of assessed value for Canadian citizens and permanent residents who don't qualify for an exemption, and 3% for foreign owners and untaxed worldwide earners. From 2027 the foreign rate rises to 4%. Most people who live in the home as their principal residence are exempt, but every owner must declare every year.

Is there a foreign buyers' tax in Coldstream?

BC's additional 20% property transfer tax does not apply in the Regional District of North Okanagan, which includes Coldstream. A separate federal law restricts many non-Canadians from buying residential property, so check its current status with a lawyer.

How much is property transfer tax on a Coldstream home?

BC charges 1% on the first $200,000, 2% up to $2 million and 3% above that, plus 2% on residential value over $3 million. On a $900,000 home that's $16,000. Use the affordability calculator on this site for your own price.

Do first-time buyers get a break?

Yes, if they qualify. The BC first-time home buyers' exemption removes transfer tax on the first $500,000 for homes up to $835,000, a saving of up to $8,000, with a partial exemption up to $860,000. The property must be 0.5 hectares or smaller and become your principal residence. For new homes, the federal First-Time Home Buyers' GST rebate covers up to all of the GST on homes up to $1 million.

Is there a transfer tax exemption for new homes?

Yes. BC's newly built home exemption is full for homes with a fair market value up to $1.1 million and phases out by $1.15 million. You don't have to be a first-time buyer, but residency and occupancy conditions apply.

What are the neighbourhoods in Coldstream?

There's no official list. Locals talk about Middleton Mountain, the Kal Lake north end and Kalavista, Central Coldstream, Kidston, Cosens Bay Road, the Coldstream Valley and Lavington. On the MLS® system, listings are filed under Mun of Coldstream, Middleton Mtn Coldstream or Lavington.

Is Lavington part of Coldstream?

Partly. Much of Lavington, including Lavington Elementary and the Lavington fire hall, is inside the District of Coldstream, but some surrounding parcels are in a Regional District of North Okanagan electoral area. Confirm the jurisdiction for any specific property, because taxes, zoning and services differ.

Which schools serve Coldstream?

Coldstream is in School District 22 (Vernon). Schools include Coldstream Elementary, Kidston Elementary, Lavington Elementary and Kalamalka Secondary. Catchments depend on the address, so check the SD22 district map and school locator or call SD22 at 250-542-3331.

Are Coldstream homes on city water and sewer?

Most get water from Greater Vernon Water, run by the Regional District of North Okanagan. The District runs a sewer system in the more built-up areas and has been extending it along Aberdeen Road in 2026, but many rural homes use septic systems. Always confirm for the specific property.

Can I subdivide or build a second home on a Coldstream acreage?

It depends on the zoning under Bylaw 1838 and on whether the land is in the Agricultural Land Reserve. ALR land has strict limits on subdivision and additional dwellings. Check with the District's Development Services (250-545-5304) and the Agricultural Land Commission before you pay for potential you may not be able to use.

Is wildfire a concern in Coldstream?

It's a consideration, as in most of the Okanagan. The Noble Canyon fire led to evacuation orders for more than a dozen Lavington properties in September 2025. The large Bradley Creek fire of August 2026 was on Okanagan Indian Band land along Westside Road, not in Coldstream. Get an insurance quote early, check the property's FireSmart condition and sign up for District emergency notifications.

How far is Coldstream from Kelowna airport and SilverStar?

Roughly 40 to 45 minutes to Kelowna International Airport and about 29 km (around 35 to 40 minutes) to SilverStar Mountain Resort, depending on where in Coldstream you start. Check your own route at the time you'd travel.

How much did Coldstream property taxes go up in 2026?

Council adopted an 8.72% municipal tax increase in the 2026 financial plan. Your actual bill depends on your assessed value and other levies. Taxes are due on the first business day of July, with a 10% late penalty.

Market and selling

What is the average home price in Coldstream?

There's no official Coldstream-only benchmark. The North Okanagan single-family benchmark was $782,100 in July 2026. On one listing portal on 28 September 2026, the median Coldstream asking price was $1,125,000 across 84 listings. That's asking prices, not sales, and Coldstream's mix of lake-view homes and acreages pulls it higher.

Is it a good time to buy in Coldstream?

In fall 2026, activity is slower: August sales across the Interior REALTORS® region were down 13.4% year over year, partly because of wildfires, while North Okanagan prices held roughly steady. That generally gives buyers more choice and negotiating room. Whether it's a good time for you depends on your plans and finances.

How is my Coldstream home valued?

By comparing it with recent sales of similar homes, adjusted for lot size, view, condition, sewer or septic, ALR status and outbuildings. Because Coldstream properties vary so much, automated online estimates are often off. Sean provides a no-cost price opinion based on actual sales.

What should I fix before selling?

Focus on what buyers here ask about: septic records or sewer confirmation, permits for suites and additions, a FireSmart tidy-up, and recent upgrades such as the roof and furnace.
