Buying acreage in Coldstream: zoning, ALR, water and wildfire

The valley's open land is the reason many people move here, and the rules that protect it are the ones buyers most often misunderstand. A plain guide to what to check.

How land is zoned in Coldstream

Coldstream's zoning is set by Zoning Bylaw No. 1838, and you can check any parcel on the Regional District of North Okanagan's interactive map (District zoning page; Development Services 250-545-5304). The June 2025 zoning map shows these main families of zones:

Outside the urban core, agricultural and rural zones dominate. That's what keeps the valley open. It also means that what you can build, whether you can add a second dwelling and whether you can subdivide depend on the specific zone and on the ALR.

The Agricultural Land Reserve

A large share of Coldstream's valley land is in the Agricultural Land Reserve (ALR), the provincial zone that protects farmland. The exact percentage wasn't confirmed for this guide; the District's agriculture background report is the place to dig. What matters for a buyer:

  • ALR rules sit on top of zoning. Even if local zoning seems to allow something, the Agricultural Land Commission may not. Check parcel status with the ALC.
  • Subdivision is hard. Don't pay for a lot split you can't get approved.
  • Home size and additional dwellings are limited on ALR land. If you're planning a carriage house for parents or a suite for income, confirm before you buy.
  • Farm class for property tax is a separate BC Assessment classification with income requirements. Don't assume a listing's current classification will carry over to you.
  • Neighbours farm. Normal farm practices, including noise, dust, spraying and smells, are protected. That's part of the deal.

Coldstream's farm identity is deliberate. Its 2023–2026 strategic plan calls for a housing review "to support modest growth while preserving farmland," and in 2026 it was invited into the Agricultural Municipality Initiative with 11 other farm-heavy municipalities (Castanet).

Suites, carriage houses and more homes per lot

BC's small-scale multi-unit housing rules changed what many municipalities must allow on residential lots. How Coldstream has applied them in Bylaw 1838 wasn't confirmed for this guide, so don't take a listing's "suite potential" at face value. Ask the District's Development Services, and ask Sean to get the zoning confirmation in writing before your subjects come off.

Water, sewer and septic

Most Coldstream homes get water from Greater Vernon Water (run by RDNO). Some rural parcels have wells, springs or irrigation connections. Sewer is District-run and has been extending into the town centre, but many rural and acreage homes are on septic. For any rural purchase, build these into your offer:

  • A septic inspection, including pumping records and the location of the field.
  • For a well: a flow test and a water quality test.
  • Any water licence or irrigation rights, confirmed in writing.
  • Recent water advisories. In September 2026, Greater Vernon Water temporarily switched off the Antwerp Springs deep well, which serves Lavington and parts of Coldstream, because of quality concerns (District news).

New construction and building lots

The District is updating its Development Cost Charges in 2026 (it held a virtual open house with Urban Systems in September). DCCs are paid when land is developed and they show up in the price of new lots and homes. If you're building, ask what's been paid and what's still owing. The newly built home exemption from property transfer tax (full up to $1.1 million) and the federal first-time buyer GST rebate (full up to $1 million) can make a big difference; run them in the calculator.

Wildfire interface: calm, practical homework

Much of Coldstream borders grassland, forest or the provincial park. That doesn't make it unusual in the Okanagan, but it does mean wildfire belongs on your due-diligence list.

  • Recent history: the Noble Canyon fire in September 2025 prompted a state of local emergency and an evacuation order for more than a dozen Lavington properties before it was brought under control (District emergency notices). The August 2026 Bradley Creek fire, which destroyed about 230 homes, was on Okanagan Indian Band land along Westside Road, not in Coldstream (Nelson Star).
  • Insurance first: get a home insurance quote before subjects are removed, especially near the park or on acreage.
  • FireSmart the property: roof, gutters, vents, decks and the first 10 metres around the house matter most. The District ran a FireSmart wood-chipping program in fall 2026; watch its news page for the next one.
  • Know your routes: sign up for Coldstream emergency notifications, and note that Vernon and Coldstream began a two-year automatic aid pilot in August 2026.
  • Grazing helps: the Coldstream Ranch uses targeted cattle grazing to reduce fuel on its land.
