How to buy a home in Coldstream, BC
The steps are the same as anywhere in BC. The local rules aren't. This guide covers the costs, taxes and watch-outs specific to the District of Coldstream in 2026.

The buying process, step by step
- Get pre-approved. Lenders stress-test at the higher of your contract rate plus 2% or 5.25%. Acreage, rural and septic properties can have extra lender conditions, so tell your lender early if that's what you're after.
- Pick your areas. Use the neighbourhood guide and the quiz to narrow seven areas to two or three.

- Write an offer with subjects. Typical subjects are financing, inspection, insurance and, for rural property, septic and water tests. Strata purchases add document review.
- Remove subjects and complete. Your lawyer or notary handles the transfer and the property transfer tax return. Budget for closing costs below.
BC property transfer tax and exemptions
Every buyer in BC pays property transfer tax (PTT) at registration unless an exemption applies (BC government):

Example: on a $900,000 Coldstream home, PTT is $2,000 on the first $200,000 plus $14,000 on the next $700,000, for $16,000.
First-time home buyers' exemption
For registrations from 1 April 2024, a qualifying first-time buyer pays no PTT on the first $500,000 of the price for homes with a fair market value up to $835,000, a saving of up to $8,000. A partial exemption applies between $835,000 and $860,000. You must be a Canadian citizen or permanent resident, have lived in BC for a year before registration (or filed two BC tax returns in the last six years), never have owned a principal residence anywhere, and the property must be 0.5 hectares or less and become your principal residence (BC first-time buyer exemption). That half-hectare limit matters in Coldstream: many acreages won't qualify, or only partly.
Newly built home exemption
For a newly built home with a fair market value up to $1,100,000, the exemption is full; it phases out between $1,100,001 and $1,150,000 (BC newly built home exemption). It's not limited to first-time buyers, but it has its own residency and occupancy conditions.

GST on new homes
Resale homes don't carry GST. New homes do, at 5%. The federal First-Time Home Buyers' GST rebate removes up to 100% of the GST on a new home up to $1 million, phasing out between $1 million and $1.5 million, which means up to $50,000 back (Canada Revenue Agency). There are agreement-date and eligibility rules, so check CRA's "who can apply" page with your lawyer before you sign a builder's contract.
The Speculation and Vacancy Tax
The District of Coldstream is a taxable area for BC's Speculation and Vacancy Tax (SVT), added from the 2024 tax year, with first declarations due 31 March 2025 (BC taxable areas). The rate doubled for 2026:

Most people who live in their Coldstream home as their principal residence, or rent it long-term to a qualifying tenant, are exempt, but every owner must declare every year. The tax lands hardest on seasonal owners: a Coldstream owner of 36 years called the increase "grossly unfair" in a September 2026 letter to the Vernon Morning Star. On a $1.2 million assessed lake-area home left empty most of the year, the 2026 tax at 1% would be about $12,000.
Short-term rentals: the Coldstream rules
If you're thinking about renting nightly, stop here first.
- District rules: Coldstream permits only bed-and-breakfast operations run by the registered owner inside the principal building, which must be their primary residence. The business licence is $60 a year plus $4 per bed, and ALR rules apply on farmland. Council reaffirmed this on 9 February 2026 (Castanet). There is a dedicated Residential B&B zone (R99).
- Provincial rules: Coldstream's population is over 10,000, so BC's principal residence requirement applies: only the host's principal residence plus one secondary suite or accessory dwelling on the same property can be rented short-term, unless exempt (BC government).
Bottom line: whole-home vacation rentals are effectively not allowed in Coldstream. Don't pay a premium for "Airbnb income" on a listing. Long-term rentals are a different story.
Foreign buyers
BC's additional 20% property transfer tax for foreign buyers applies only in certain regional districts, and the Regional District of North Okanagan is not one of them (BC specified areas). Separately, the federal Prohibition on the Purchase of Residential Property by Non-Canadians Act restricts many non-Canadians from buying residential property; check its current status and exceptions with a lawyer. Foreign owners also face the higher SVT rate.
Due diligence specific to Coldstream
- Jurisdiction: especially in Lavington, confirm whether the parcel is in the District of Coldstream or an RDNO electoral area.
- Sewer or septic: and if sewer is coming, the connection cost and financing (District water and sewer).
- Water: Greater Vernon Water, a well, or both; any advisories.
- Zoning and ALR: see the acreage guide.
- Permits: for suites, shops and additions. Unpermitted work affects insurance and resale.
- Schools: confirm on the SD22 locator.
- Waterfront: docks, buoys and foreshore tenure confirmed with the province and District.
- Property tax: Coldstream's 2026 municipal increase was 8.72%. Ask for the seller's latest tax notice.
Wildfire and insurance
Coldstream is typical of the Okanagan: many homes back onto grassland or forest. The Noble Canyon fire put part of Lavington under evacuation in September 2025. Get an insurance quote before subject removal, look at the property's FireSmart condition, and sign up for emergency notifications. More on the acreage and wildfire page.
Closing costs checklist

- Home inspection; septic and well tests on rural property
- Appraisal (if your lender requires one)
- Title insurance
- Property tax and utility adjustments
- GST on a new home (less any rebates)
- Mortgage default insurance premium if you put less than 20% down (usually added to the mortgage)
- Moving, and a few months' buffer for the unexpected
